Dr. Joseph Cocciardi, CIH, CSP, REHS, RS
Principal

Dr. Cocciardi has spent more than 20 years in the fields of public safety and public, occupational, and environmental health. An emergency responder himself, he formerly developed and managed the Emergency Response Program for the Commonwealth of Pennsylvania’s largest state agency. Dr. Cocciardi is an internationally published author. He holds various state and federal licenses to work with toxic materials. He has been qualified and testified as both an expert witness and a litigative consultant. Dr. Cocciardi is a Board Certified Safety Professional and a Board Certified Industrial Hygienist. Steven Strayer, CIH, CSP, REHS, RS
Senior Professional

Mr. Strayer heads the firm’s Mechanicsburg, Pennsylvania office, where he supervises both Safety Engineers and Environmental Toxicologists. Mr. Strayer has provided legal testimony relative to environmental health issues for both the state and federal judicial system. He is a board Certified Safety Professional (CSP) and a board Certified Industrial Hygienist (CIH). He holds licensure as a Registered Sanitarian (RS) and Registered Environmental Health Specialist (REHS). He holds licensure to work with a multitude of toxic and hazardous materials. Michael Baltrusaitis
Safety, Health, & Environmental Specialist

Mr. Baltrusaitis is an Environmental Toxicologist in the Scranton Consulting Group. He provides technical services in the areas of occupational and environmental safety and health, air quality, and toxic materials control. Mr. Baltrusaitis instructs Cocciardi training programs and is an accredited instructor in the Pennsylvania Asbestos and Lead Based Paint Model Accreditation Programs. He has provided site industrial hygiene inspections and is particularly experienced in the areas of mold and fungal exposure assessments and investigations and is a certified Microscopist. Troy Clark
Safety, Health, & Environmental Technologist

Mr. Clark is a Safety, Health, and Environmental Technologist in the company’s Hazardous Operations Group (Mechanicsburg, Pennsylvania). He provides technical services in the areas of fire protection and prevention, occupational safety and health, air quality, and toxic materials control and monitoring. Duties include implementation of site Health and Safety Plans. He has acted as site Safety and Health Officer at both state and federally regulated hazardous waste sites (superfund sites). Rocco DiPietro
Senior Professional

Mr. DiPietro heads the firm’s Scranton, Pennsylvania office where he supervises both Safety Engineers and Environmental Toxicologists. He holds licensure to work with multiple hazardous and toxic materials, and has practiced industrial hygiene activities nationally and internationally.



 


Matthew Gainor, CSP
Safety, Health, & Environmental Professional

Mr. Gainor heads the Mechanicsburg, Pennsylvania Hazardous Operations Group. His duties include management and technical oversight of safety and health staff and monitoring hazardous projects and regulated activities. Justin Heffner
Safety, Health, & Environmental Technologist

Mr. Heffner is a Safety, Health, and Environmental Technologist in the company’s Hazardous Operations Group (Scranton, Pennsylvania). He provides technical services in the areas of fire and occupational safety and health, air quality, and toxic materials control. He has responded to multiple environmental emergencies involving hazardous substances. Mr. Heffner is a trained municipal and industrial fire fighter as well as a powered industrial truck instructor. Carolynn Kunkel
Administrative Assistant

Carolynn holds the position of Administrative Assistant in the Mechanicsburg, Pennsylvania office. She has held this position for ten years. She provides clerical support for management and performs specialized office projects. She is the administrative assistant for the company’s executive officer.



 


Kimberlyn Minnich
Secretary for the Training and Education Division

Kim holds the position of Secretary for the Training and Education Division in the Mechanicsburg, Pennsylvania office. She is responsible for scheduling training classes, registration and certification. Additionally, she coordinates off site training classes and activities. Barbara Pears
Business Manager

Barbara Pears holds the position of Business Manager with Cocciardi. She is responsible for the company’s day to day business operations and accounting records. She is also the company personnel and human resources office. Barb holds a Bachelor of Science degree in Business Administration from Indiana University of Pennsylvania and has financial services and banking experience.



 


Lynn Stutzman
Safety, Health, & Environmental Specialist

Mr. Stutzman is a Safety, Health, and Environmental Specialist in the company’s Hazardous Operations Group. He provides technical services in the areas of fire safety, occupational safety, air quality health, and toxic materials control. Mr. Stutzman has responded to multiple emergency incidents involving hazardous substances and has performed post-disaster mitigation services including environmental testing. Aimee Wilson
Secretary for the Scranton, Pennsylvania office

Aimee holds the position of Secretary for the Scranton, Pennsylvania office. She is responsible for communications with these staff, as well as the production of reports from the group. She is the secretary for the Scranton Manager.
